TRAINING OF POLICY MAKERS IN ELECTRONIC WASTE MANAGEMENT

Concept Note

The passage of Act 917, LI 2250 and the Technical guidelines on safe management of e-waste in Ghana has imposed several obligations on metropolitan Municipal and district Assemblies (MMDAs).  Whereas the Act 917 mandate assemblies to set up collection centres the technical guidelines enjoins MMDAs to provide registration of TIER 1 collectors as a first step towards formalization. Nevertheless, the environmental health and sanitation officers who will be mandated to coordinate and over see these activities have low capacity in e-waste management. Informal discussion with some officers at the MMDAs level reveals inadequate capacity and know-how in undertaking the tasks envisaged by the Act. Some officers at the MMDA level are grappling with basic terminologies such as what e-waste really is, the management options and how to translate this into their local by-laws. 

Mountain Research Institute recently acquired their ultra-modern offices at the serene Akuapem Mountains and intends to reach out to its key stake holders within the catchment area. For this reason the Institute intends to offer three (3) days residential training for selected MMDAs with parts of Eastern and Greater Accra Regions. The overall aim of the workshop will be to build capacities of staff of some selected MMDAs in sustainable e-waste recycling in Ghana and support them when updating their by-laws on waste management in their respective Assemblies.

General Objective

The overall objective of the workshop will be to build capacities of policy makers and waste management staff of some selected MMDAs to facilitate replication and up-scaling of sustainable e-waste recycling in Ghana. Introduce MRI to the Assemblies as a credible partner for e-waste and other waste management issues in the catchment area.

Specific Objective (s)

The specific objectives of the training are to:

  • Develop adequate capacity and know-how to management e-waste
  • Develop strategies for setting up e-waste management centers, introduce stakeholders to the Act 917 and the guidelines

Expected outcome

At the end of the training programme officers should be familiar with the concept of e-waste and how it tickles into the assemblies by-laws. The participants will gain hand-on experience on managing various fraction s of the e-waste.

Sustainability:

The project will use the Eastern Region as a case study. The experiences and lessons learnt will be used to develop the capacity of MMDAs in other Regions. High level officers to be trained will ensure that lessons learnt are passed on to junior officers. This will ensure smooth incorporation of Acts 917 and LI 2250 into the bylaws of their respective MMDAs.
